I still use 1809 and plan to clean install 1909 on 3 computers. Running the latest and greatest OS can often provide an unnecessary challenge and if you're interested in the challenge, good for you.
The EOS date is May 2021 and hopefully by that time 20H2 (or drivers for) will be updated to work properly on your PC or try 20H1. If I were experiencing these features, I'd clean install 1909 in a heartbeat. My solution is to maximize the window so the scroll isn't required. Another example is when I open the device manager window and it's not fully maximized. This happens on similar type type windows. When I click on the speaker icon in the notification area, the volume control slowly scrolls to off. The system causes a scroll that I can't control. HP Support likes to blame Microsoft, and their only solution is to roll back to v1909, because they can't keep up with Windows Update. I wanted to get the Microsoft opinion before I start another battle with HP Support over delinquent device drivers. When I saw that Windows Update was offering the v20H2 update, I contacted HP Support to get their opinion as to whether or not I should install the optional update. They say they'll be available soon, but they've been saying that since June. For some reason, HP Support can't post updated drivers. I've had to disable my touch pad since June. I've had issues with HP device drivers since the v2004 update in May. I suspect the issue is HP device drivers. This issue could be v20H2 related, but I can't say for certain. The repairs didn't find any problems which didn't surprise me, because I run SFC frequently. I'm going to follow up today, because I couldn't reconnect after I rebooted.
